Thomas Stamford Bingley Raffles 爵士，FRS（1781年 7月6號—1826年 7月5號），中文譯名萊佛士，係英國政治人，1811至1816年擔任英屬爪哇 Governor-General。1818至1824年，任 Bencoolen 嘅 Lieutenant-Governor，星加坡開埠係佢任內最出名嘅事蹟。
