國際刑事法院羅馬規約，又叫做羅馬規約，係創立咗國際刑事法院嘅公約[5]。呢條公約喺1998年7月17號喺羅馬通過咗[6][7]，喺2002年7月1號開始生效。截至2023年12月，總共有124位聯合國成員簽同批准咗呢份公約[8]。羅馬規約規定咗國際刑事法院嘅目標、管轄區、同埋結構。

國際刑事法院喺海牙嘅總部

羅馬規約成立咗4條主要嘅罪行：種族滅絕、反人類罪、戰爭罪、同埋侵略罪。呢啲罪行並唔能夠受任何其他法規而限制[9]。根據羅馬規約，國際刑事法院只係當喺政府唔能夠或者唔肯自己做調查嘅時候，法院先至有權去做調查同檢控[10]。仲有，除咗喺聯合國安理會嘅特別批准之外，國際刑事法院一般都唔能夠喺一個政府嘅國土以外做嘅事，而做任何檢控。
