黃大仙公共圖書館（英文：Wong Tai Sin Public Library）係香港一間執咗笠嘅小型圖書館， 亦係黃大仙區第一間公共圖書館。館址喺九龍黃大仙下邨30座51-55號地下，於1984年2月27日啟用，由市政局負責管理。隨住黃大仙下邨重建，圖書館喺1989年1月28號起停用，由龍興公共圖書館取代。

1973年，香港市政局定咗新圖書館標準，每二十萬人就要起一間面積大約12,000-15,000平方呎嘅圖書館，並計畫港九各區都有公共圖書館[1]。當時局方估計黃大仙區人口會持續增長，加上觀塘區嘅坪石公共圖書館滿足唔到兩區人口所需，所以局方建議喺黃大仙區起返間公共圖書館[2]。

局方曾經諗過喺大成街或者雙鳳街嘅綜合大樓作為館址，但當時兩項工程冇落實到而放棄。1975年4月，局方建議喺黃大仙飛鳳街嘅長春大廈作租鋪設館[3]，但遭到圖書館專責委員會否決[4]。1976年4月，局方提出短期方案，建議喺黃大仙區設立一間約4,000平方呎嘅小型分區圖書館，預計1977/78年度啟用，但最終冇實行到[5]。

直到1983年3月，市政局見區內對圖書館要求殷切，加上牛池灣同新蒲崗嘅圖書館唔能夠短期內啟用，所以重新考慮喺黃大仙區開間小型圖書館[6]。同年5月，房屋署建議局方喺黃大仙下邨30座56-62號同埋73-77號地下設立圖書館[7]。但老人中心直到10月仍租用上址，結果局方要求房屋署另覓選址[8]。

跟住房屋署提議同座51-55號同78-82號地下為新選址，1983年12月獲市政局同意設館，並交由建築拓展署負責設計[9]。最後喺1984年2月27號，黃大仙公共圖書館正式啟用，成為當時區內第一間公共圖書館，亦都係第八間市政局小型圖書館。開幕典禮由時任圖書館專責委員會主席葉錫恩主持[10]。

搬館計劃[編輯]

1984年9月，房屋署向市政局提出，預留黃大仙下邨重建第四期龍興樓地下重置圖書館[11]。局方考慮到難以區內物色地方重置圖書館之餘，亦要維持黃大仙區圖書館服務，故此同意遷館計劃[12]。新圖書館以龍興樓命名，以便居民辨識圖書館嘅位置[13]。

過渡期間房屋署以特惠租金（每月1,680港元）出租畀市政局至到新館啟用為止[14]。1989年1月28號，龍興公共圖書館正式啟用，取締黃大仙公共圖書館[15]。

設施同服務[編輯]

圖書館面積只有112平方米，屬於市政局小型圖書館規模[16]。開館時共有18,000本藏書，提供成人同兒童圖書借閱服務[17]。主要服務對象係黃大仙居民，直至1987年6月，平均每日借出約570本圖書[16]。

開放時間[編輯]

圖書館啟用以來，開放時間為每星期39個鐘，逢星期一休館。1985年3月，市政局建議改開放時間，包括統一休館日、更改午休時間、延長平日開放時間同埋縮短週末開放時間。最終方案獲得通過，並喺同年7月1日起生效[18]。
